No, you do not need a licensed heating contractor to service or AC power in Florida, but you need the certification of HVAC. Most of central Florida are installed on the floor if residential, but the largest businesses with rooftop units. As well as do a few houses, oh and some still existing coolers there. I lived in Sarasota and Fort Myers for a total of 15 years and there are a lot of work ac there as it is extremely humid in the summer.
